While each program can perform some of the most basic functions, deciding whether you want to download GIMP or Picasa --- or both --- depends on what you want to do with your images.

Function

GIMP --- an acronym for GNU Image Manipulation Program --- is a full-fledged image editor, designed for the creation and modification of image files in a variety of formats, including JPG, BMP, TIFF, PSD, and GIMP's own XCF. Picasa is primarily a photo management program, designed to help keep your collection of images organised, while containing a few editing features like photo-cropping and basic retouching. It is not a full-fledged graphics editor and cannot create images from scratch. The Picasa software is designed to communicate with Google's online service Picasa Web Albums, through which you can store pictures online that can be accessed from any device with an Internet connection.

Comparisons

Since GIMP and Picasa are both free, they are often used as alternatives to commercial programs. Most of the functions in a commercial graphics editor like Adobe Photoshop are duplicated in GIMP, which is even capable of opening images saved in the Photoshop format. Similarly, the image library management tools provided by Apple's popular iPhoto are also present in Picasa.

Developers and Versions

Picasa is developed by Google, while GIMP is maintained by a community of volunteers who release the program as free software under the GNU General Public License, which allows the program's source code to be freely available for modification and redistribution. Both programs are available for multiple operating systems, including Windows, Mac OS, and Linux, although the Mac and Linux versions of Picasa lag significantly behind the Windows version in development.

Which to Choose?

As there is not much overlap between GIMP and Picasa's functions, you may find both of them useful simultaneously. If you want to do complex image editing, and you are looking for a noncommercial alternative to the expensive Photoshop, GIMP may be exactly what you want. If you want to organise photos, such as those transferred from a digital camera, and make them available on multiple computers and devices, Picasa and Picasa Web Albums will likely fit the bill.
